Members of a humane society that would supply stray dogs for medical research were told Tuesday by the city council to file for a charter before coming to the city for financial help.
The council did not assure society representatives thart they would get a city appropriation but told them to seek incorporation.
Councilman Paul V. Burke; said the new society should then confer with chief administrative officer David R. Me-Guire Jr. about using city funds for the collection of stray dogs.
'COUNCIL TO DECIDE' "McGuire will recommend the legislation to us," Burke said. "After that, it will be up to the council to decide."
The society met with council-men to carify its position and report progress it had made toward drafting a charter. Representatives of the Louisiana Society for the Prevention of Cruelty to Animals also were present at the open session but were not permitted to participate in the discussion.
If the city council approves an appropriation,. the new organization will assume dog-catching duties now handled by the SPCA. SPCA members were present "just to hear what's being planned," a spokesman said.
CHARTER CITED Roy Guste, an attorney representing the new society, said most of a charter had been drafted and distributed to persons who have shown an interest in the group.
All we can say now is this: We believe we have a sufficient nucleus of an organization. We will contact the council again very shortly," Guste said.
Guste said the society had been assured that it would have sufficient money to construct facilities to care lor the dogs. But he said the organization would need a city appropriation to finance the collection of strays.
