In the fiscal year ending June 30, 1958, the latest for which comparative figures are available, the tax and oil wealthy state of Louisiana spent more than twice as much per capita on its public general and mental hospitals as the average of other Southern states.
The Louisiana expenditure was $10,64 per capita; that of the rest of the South $5.18 per capita, Louisiana's total expenditure exclusive of capital outlay was $33,064,000. At the per capita rate af other Southern states, it would have been $16,110,000. Per capita expenditure for the nation's public hospitals and mental institutions was $7/9 per capita, and Louisiana exceeded the national average by 35 per cent, ' NO KOOM EM
Yet, incredibly enough,* today more than 1500 mentally deficient and backward children—including a number of adults who are, still the mental age of a child—are roaming the streets and alleys [and huddled in the back rooms of homes throughout the state because Louisiana has no room for them at its only home for mentally deficient, the State Colony and Training school at Pine-ville.
The reason for this situation is that Louisiana's main hospital expenditures have been going to the free general charity hospitals—there were eight of them in 3958, another is ready to open in Lake Charles; and Baton Eouge representatives are asking the Legislature to appropriate $3,000,000 to construct a tenth general charity hospital in that city.
As a result, Louisiana spent
