Washington April 8 1812
Dear Sir
I have had the pleasure to receive your
very interesting letter of the 25 Febry [February], and took the liberty
of bringing it before the President. The account you
furnish of the country in your quarter, presents strong
temptation for removal to the citizens of every other portion
of the United States. I have not seen the President since
he recvd. the letter but am persuaded he must have pursued
it with very great interest. Indeed, if the situation of which
you speak, be not unhealthy, its advantages are superior
to those of any part of the nation. In return for your
attention towards me, I will give you the present views
and intentions of Congress in regard to our foreign
relations. An Embargo is laid for ninety days, on the
presumption that at the expiration of that term we shall
be prepared to declare war. The object is to keep at home
and to permit the return of our property from abroad. It
is not expected that in three months we shall be prepared
to attack Canada, but that commissions may be
issued to privations, and we shall be ready for all defensive
purposes on Land. War will then be declared against England
