              Hospital Head Denies Sale to Create Huge Profits

The State Bond Commission,
which voted 6-5 Tuesday to approve
the sale of Shreveport's Doctor's
Hospital to the Louisiana Public Fa-cilities
Authority, were provided
with "misstatements" by Rep. Kevin
Reilly of Baton Rouge who opposed
the transaction, according to Dr.
C.E. Boyd, chairman of the board of
Doctor's Hospital in Shreveport.
Boyd this morning rebutted Reil-ly's
challenges of the sale, including
a statement that the nine Shreveport
doctors and the Charter Medical
Corp., present owners of Doctor's,
would make a profit of about $4
million on the sale.
"Mr. Reilly made so many
statements of misfact," Boyd
charged. "And if you misquote me,
I'll sue you and the newspaper," he
threatened.
The bond commission's approval
was made on the condition that state
Attorney General William Guste is-sues
an opinion that LPFA does not
have to comply with public bid laws
in leasing the facility to Southwest
Hospitals Inc., a non-profit corpo-ration
formed to run the hospital.
"No doctors will be on the new
board of directors (of Southwest Hos-pitals
Inc.)," Boyd said, explaining
that five "laymen" will be directors
of the corporation. But when asked if
he is a member himself, he said,
"We plan to add four doctors in the
future ... I hope I can become one of
the board of directors because I've
given 18 years of my life to service of
that hospital."
Boyd, medical director of Doc-tor's,
said he has been chairman of
the board since 1959. His son, Charles
Boyd is the hospital administrator
and will remain in that position, he
said.
If the sale is made, he said, all of
the stockholders must be paid the
same for their stocks, unless all of
them agree to take less than what the
stocks will be worth.

When asked if he had discussed the
sale with Gov. Edwards, Boyd said
he had not. "I've tried to stay out of
politics... There's been no political
pull at all, no politicking at all except
Reilly, and only because he is on the
commission and he was the one
against the sale."
Commission members voting
against the sale included Reilly, Sec-retary
of State Paul Hardy, State
Treasurer Mary Evelyn Parker,
House Speaker EL. "Bubba" Henry
and Lt. Gov. James Fitzmorris.
The hospital's need in the com-munity
was questioned by Reilly
because of a projection by the State
Office of Health Planning and De-velopment
that by 1981 there would
be a surplus of between 685 and 1,400
hospital beds in Shreveport. But
Boyd said that the number of beds
quoted include the beds at LSU Medi-cal
Center, which are for "charity."
Rebutting the position that Doctors'
Hospital may not be needed, he said:
"You just close it down and see."
Boyd said the hospital sale would
not change the hospital. "The only
change is we don't have to pay taxes,
like Schumpert, Willis-Knighton and
Bossier."
