$727,000 for Junior Year
LSUS $2.7 Million Budget
OKd at Board Meeting Here
• A committee of the whole of
the Louisiana State University
Board of Supervisors yesterday
approved a budget of over $90
million for the LSU system
during the coming year.
Of that figure LSU in Shreve-port
will receive about $2.7
million, including a $727,001
increase in state funds to
implement the addition of the
junior years at LSUS.
The committee and four other
of the board's committees held
meetings from 1:30 to 5 p.m. in
Shreveport on the local campus.
Nine of the board's 14 supervi-sors
were present and most sat
in on all committee meetings.
The committee will recom-mend
that the board adopt at its
Aug. 3 meeting a budget of
89,173,331 for its campuses at
Alexandria, Baton Rouge, Eu-nice
and Shreveport, Medical
Centers in Shreveport and New
Orleans and for the LSU system
offices. It also approved com-mitment
authorization of
$13,641,286 for LSU in New
Orleans based upon prospective
income in the same amount.
The board's finance, buildings
and grounds' committee ap-proved
e recommendation to
establish an endowment fund for
an Edgar Hull Award in Car-diology
at the School of Medi-cine
in Shreveport. Hull, the
first dean of the local school,
recently- retired from the post.
Current dean, Dr. Clifford G.
Grulee Jr., presented the re-commendation
to the commit-tee.
LeBLANC FAMILY FUND
The fund is to be established
with $5,000 contributed by the
LeBlane family of St. Gabriel
who will make the endowment
"in recognition of their friend-ship
and high esteem for Dr.
Edgar Hull. Members of the
contributing family are Jesse E.
LeBlanc, W. Hardee LeBlanc
Sr., W. Hardee LeBlanc Jr., J.
Burton LeBlanc and Gordon S.
LeBlanc.
The fund is to be known as
'•The LeBlanc Family of St.
Gabriel Fund for the Edgar Hull
Award in, Cardiology" and the
contribution is to be invested in
accordance with approved uni-versity
procedures. The income
from the investment is to be
used to s u p p o r t an annual
award to the resident or fellow
who, in the opinion of the
faculty and head of the depart-ment
of medicine and dean of
the school of medicine in
Shreveport, has made the most
significant contribution to car-diology,
exemplifying the schol-arship
and ideals of Dr. Hull.
In other action concerning the
Shreveport medical school, the
committee voted to recommend
to the board that it authorize
two leases at its Linwood Street
property, formerly the Linwood
Apartments. It approved the
recommendation to lease a
building at the property to the
Caddo Foundation for Excep-tional
Children for use by the
Regional Center for Communi-cations
Disorders. The founda-tion
is to transfer $50,000 to LSU
to provide for necessary altera-tions,
renovations and additions
to the property requested for
lease, though the actual cash
rental will be $1 per year.
The committee also recom-
I mended the execution of a lease
with the Louisiana Health and
] Social and Rehabilitation Serv-
! ices Administration for space at
I the Linwood property for use by
the 'Shreveport Mental Health
Clinic. The lease is to be
renewable yearly but for not
more than a total of five years,
when the apartments at that
site are then expected to be
needed for student housing.
Since LSUS has received
degree g r a n ti n g status, trie
committee voted to recommend
the establishment of a diploma
tee of $10 for local graduates.
Other committees of the board
meeting yesterday were the
retirement and other employe
benefits committee, tne student
affairs committee and the facul-ty
and studies committee.
Discussion was most lengthy
on several items concerning
student affairs. The committee
voted to recommend that sorori-ties
be allowed to offer meals to
its members living in campus
dormitories as well as to those
members who live in the soror-ity
houses.
The action came after the
committee heard comments
from representatives of the
interfraternity Council, Panhel-lenic
Council and Dr. James W.
Reddoch, vice chancellor tori
student affairs.
The members of the Greek
organization that also sought to
allow its freshmen members to
live in fraternity or sorority
houses. Although the sorority
representative said most of the
member sororities either did not
want or could not afford the
additional ieeding and nousing,
they supported a ruling allowing
the action due to a federal
regulation. An antidiscrimatory
regulation orders that rules
must be the same for sororities
and fraternities. Fraternities,
the representative said, are in
financial need and couln be
aided by a relaxation of the
rules.
The committee, however, de-ferred
action on the feeding
proposal until its October meet-ing,
since the additional stu-aents
would not be allowed a
change in eating facilities until
the second semester. A further
study of the matter is to be
made in the meantime.
The retirment committee took
under consideration a request
from some employes of the
Cooperative Extension Service
seeking additional retirement
benefits and voted to recom-mend
that a deferred compensa-tion
plan be available to em-ployes
who wish to participate
in the plan.
RECOMMENDATIONS TOLD
Items recommended by the
faculty and studies committee
were:
—The establishment of de-grees
of master of public
administration at LSU in Baton
Rouge, associate of science in
law enforcement at LSU in
Eunice, associate of science in
office administration at LSU in
New Orleans and a one-year
certificate program in dental
laboratory technology in the
school of d e n t i s t r y in New
Orleans.
—The amendment and rea-doption
of a policv on admission
of p e rs o n s who have been
committed to correctional, pe-nal
or training institutions to
allow registration of inmates
who have been placed in a
work release or education-re-lease
program.
—Approval of a combined
curriculum in arts and sciences
and social welfare in Baton'
Rouge.
—Change of the title of a
degree earned through Universi-ty
College back to 1960 to
bachelor of science in general
studies."
—Convert the evening division
at LSU in New Orleans to
''Division of Continuing Educa-tion."
