Quinn Named Chairman—
Most of CMMC Board
Replaced by Edwards

Gov. Edwin Edwards an-nounced
late Friday afternoon
in Baton Rouge that all but
three of Confederate Memo-rial
Medical Center's Board of
Directors will be replaced by
new members — three of
them black.
Those renamed to the hospi-tal
board are Dr. James W.
Tucker of Shreveport and Dr.
Jackie D. Huekaby of Coush-atta.
Jack Clayton of Bossier
City, whose term has not yet
expired, also will stay.
HAROLD K. QUINN re-places
T. B. Lanford as board
chairman.
The board's vice chairman,
Tony A. Pernici, goes off the
CMMC board but is slated for
another appointment to be an-nounced
by Gov. Edwards in
the fall.
New board members repre-senting
Caddo Parish are Dr.
J. Dudley Taifoot, who re-places
Pernici; Dr. W.
J. Hill Jr., who replaces Dr.
A. J. Mullen; Dr. Bernard M.
Kalstone, who replaces Gen.
Spencer Hardy; the Rev.
Abraham E. Davis, who re-places
Dr. Charles Black: and
Ralph R. Hall, who replaces
the late Dr. George Woolhan-dler.
Claiborne P a r i s h is tobe
represented by Mrs. Anna
Laurie Wi.Vler of Homer. She
replaces Dr. S. A. Tatum,
mayor of Homer. Andre Joyce
of Minden, replacing W. H.
Thompson, and Wilbur T.
Purvis, replacing Roger Silver
of Mansfield, are new DeSoto
Parish representatives.
BOARD VETERANS Clay-ton
and Drs. Huckaby and
Tucker represent Bossier, Red
River and Caddo Parishes,
respectively.
The seat resigned by Dr.
Aaron Urssery of Arcadia will
remain vacant, leaving Bien-ville
Parish without represen-tation.
Rev. Davis, Hall and Purvis
will become the first blacks to
sit on CMMC's board when
they are sworn into office.
A LETTER dated Aug. 10
and addressed to Secretary of
State Wade 0. Martin has
been sent issuing commissions
to the new board. Letters also
have been mailed to those
who are to receive the com-missions.
The newly-named board
members are to be sworn in
as soon as they receive their
commissions from the secre-tary
of state and will take
office immediately.
However, those taking office
can expect to serve only a
short time on Confederate's
board. All terms will expire
on Jan. 1, 1973, when the
Confederate board is abol-ished
and the new superboard
of health goes into effect.
THE SUPERBOARD, which
was c r e a t e d by the last
session of the legislature,
consolidates 59 former state
agencies into one.
Besides the superboard of
health, there will be a state-wide
advisory board to the
superboard, but no individual
advisory boards from state
hospitals such as CMMC or
Charity Hospital in New Or-leans.
An earlier statement from
Baton Rouge this week em-phasized
that any new ap-pointments
to the CMMC
board should not in any way
mean or imply that any of
these new appointees will be
named to either the super-board
or to the statewise
advisory board.
THOUGH THE short-term
board will be doing a sort of
"mop up" job, they could
make several vital decisions
which would affect both
Confederate and LSU School
of Medicine in Shreveport,
since Confederate is the teach-ing
hospital for the medical
school.
One question being aired
with the announcement of the
new hospital board is whether
or not the board will retain
Dr. Edgar Galloway as hispi-tal
director.
Shreveport legislator Alp-honse
Jackson some months
back brought this question
into public focus when he
voiced complaints about treat
ment of black hospital em-ploves.
At that time, Jackson
said he also sought to have at
least: two blacks seated on the
board of directors. .
T. B. LANFORD, stepping
down as chairman, said he
felt most of the new appoint-ees
"will make good board
members and I wish them all
good luck." He added that he
would be more than willing to
help the new board in any
way he could.
Dr. A. ,T. Mullen, who now
retires as public relations
chairman, said he was "very
surprised by the announce-ments,
but no comment."
New chairman Harold K.
Oninn was unavailable for
comment.
