Engineer's Report
NEW ORLEANS (AP) —
The electrical engineer for the
LSU M e d i c a 1 School in
Shreveport approved on other
public and private jobs the
same lighting fixture which he
eliminated from competition
along with the products of
other reputable firms seeking
to bid on the $23 million
p r o j e c t , the New Orleans
States-Item said today.
John Guth and Associates of
Shraveport, engineer on the
project, rejected the Sechrist
Lighting Co. fixture as une-qual
to a Daybrite Co. fixture
he specified for the medical
school, the newspaper said in
a third article on alleged
excesses in prior approval
bidding techniques.
But while rejecting Sechrist
for the medical school, Guth
approved the fixture as equal
to Daybrite in tne new Shreve-port
Airport and a Catholic
r e t a r d e d children's school
near Alexandria, the States
Item said in a dispatch from
its capitol bureau.
PRIOR APPROVAL is the
name of a procedure in which
a project engineer rules on
the quality of materials of
firms who wish to participate
in a job prior to bid openings.
Firms who have materials
rejected as unequal to those
specified cannot bid.
The States-Item has alleged,
however, that the use of prior
a p p r o v a l severely limited
competition on $330,000 worth
of light fixtures on both the
medical school and an adjoin-ing
i n p a t i e n t clinic for
Confederate Memorial Hospi-tal.
Guth, the newspaper said,
criticized the quality of the
Sechrtst fixture in rejecting it.
— ANOTHER REJECTED fix-ture
was made by the Smith-craft
line which was used as a
quality fixture in the new Life
Science Building at LSU in
Baton Rouge.
M. D. Woodin, executive
vice president of LSU, has
acknowledged receiving com-plaints
about the application
of prior a p p r o v a l on the
Shreveport medical s c h o o l ,
but declined to conduct any
independent investigation, cit-ing
confidence in the engineer
and architects on the job.
He added that the 'fact that
a fixture was used in other
buildings had no relevance to
its use lin the medical school.
YET,. THE. States-Item said
the fixtures in question are
primarily used to light corri-dors
and offices and do not
include the special lighting
used in limited areas of the
medical school.
