Edwards Defends Super Health Unit
NEW ORLEANS (AP)—Gov.
Edwin Edwards defended the
policies of Louisiana's so-called
umbrella health services Mon-day,
saying the agency had
saved the state $] 0 million.
Edwards said the savings
resulted from consolidation of 30
state agencies into the Health,
Social and Rehabilitation Serv-ices
Administration, headed by
Dr. Charles Mary Jr.
Edwards commented at a
news conference apparently
called to respond to recent news
articles reporting that the um-brella
agency has increased its
number of employes since con-solidation.
The governor broke down the
$10 million he said the state
saved this way: $4.7 million in
state funds returned to the
general fund, $2 million in
newly generated federal funds,
$1.3 million saved in merit
increases and retirement and $2
million saved in interest and
overhead.
Edwards said 600 persons
were hired by the various health
and welfare agencies before
they were consolidated and 300
since them and defended them
as all being necessary.
"The additional employes
were not added to help Edwin
Edwards or Dr. Mary, but to
help persons applying for food
stamps, or other health bene-fits,"
Edwards said.
The governor said many agen-c
i e s were understaffed and
faced the threat of loss of
federal funds unless the staffs
were upgraded.
He said 263 persons were
hired to help keep federal funds
the state was already receiving
end another 216 were added to
lower the ratio of applicants to
employes so the state would be
eligible for other federal funds.
