The Caddo Parish grand jury re-ported
Monday that it found some
"woefully inadequate" and "totally
unacceptable" conditions in the LSU
Medical Center and Caddo Correc-tional
Institute.
The grand jury inspected parish
facilities last week.
While noting an inadequate
number of housekeeping employees
in the hospital, the panel said the
conditions there "leave something to
be desired in the way of cleanliness
throughout the facility and sanitation
in the kitchen area."
Another "serious problem" the
group found at the hospital was "that
there is generally an extended wait-ing
period to see medical personnel
for emergency cases."
In assessing the situtation at CCI,
the grand jury said a large number
of the inmates there "are prisoners
who properly belong at the State
Prison at Angola." The group re-quested
that a state agency be
notified about a situation where min-imum
security prisoners are mixed
with more violent, multiple offen-ders.

The grand jury asked that "ag-gressive
action be taken to remove
apparently dangerous prisoners to
more secure prisons."
With a present population of 405
inmates, the inspection group noted
that they found only nine guards on
duty, making an inmate to guard
ratio of 45 to 1.
"The jury feels this ratio is totally
unacceptable to safeguard the popu-lace
of Caddo Parish," the report
states.
The salaries of those hired as
guards was also termed inadequate.
While salaries can probably not be
increased, the group recommended
that the police jury provide trans-poratation
from the city to CCI for
those employed as guards or pay
some mileage allowance.
The group also noted the inade-quacies
of the Caddo Parish Jail atop
the courthouse, but said that "no
solution was readily apparent."
The juvenile detention home re-cieved
overall good marks in the
report, but the jury pointed out that
"this facility could be better run
from one location.
