The resignation of Dr. W. P. Harder, clinical director at the State Colony and training School, Pineville, following the appointment of W. E. Kees Jr. as superintendent is a stumbling block for the new training program proposed at the institution.
The state board of institutions appointed Kees superintendent Tuesday at an unannounced meeting in the Heidelberg hotel.
Kees and Dr. Hurder had shared "dual control" at this institution for the mentally retarded.
