RUFUS CARROLLTON HARRIS, now in his second
year as president of the University, began an immense
and ambitious program of expansion which has already be-gun
to show results, not only in an incredibly improved
physical plant and a more able and progressive faculty,
but in the spirit of progress and foresight which accom-panies
it.
Under the guidance of this quiet, friendly, and capable
executive, Tulane is well on its way to a future even greater
than its illustrious past.
A Word From the President
As you look through this book you will see what a group of students at an
American University did this year in various activities outside of the classroom.
It should be fairly representative of this decade, of this youth, and of a por-tion
of its pursuits. The successful college career consists of an earnest,
serious-minded devotion to curricular pursuits, an identification with construc-tive
extra-curricular campus forces, the development of wide and varied in-terests,
the formation of lasting friendships, and the display of a friendly
cooperative spirit in all campus relationships.
This, being a college community, is a community of comparatively idealistic
people, and these people hope that college life in America will continue along
the line it has set and of which Tulane University has been representative for
over a century. I hope those graduates of Tulane who look through this book
in future years may know that campus activities are following the same pat-tern
and that a foreign political ideology has not changed that pattern or
wiped out that campus for insisting that the right of man is freedom
—
whether he be given it or not.
This year has seen our continued growth and progress in moral, intellectual,
and physical stature, and while we thus set down what has passed we hope
to insure the future.

This year saw President Harris' "New Deal" go into
full swing. All over the campus improvements have been
made. Grass, trees, and shrubs were planted all around,
roads were paved and better parking facilities afforded. The
old wooden fences surrounding the track and field were re-placed
by modern wire, affording a vista from Freret Street
across the athletic field to Willow Street. The wire fences
on the other side of Freret Street were supplanted by low
posts and chain borders. Wider sidewalks were laid, making
it easier to go from one building to another.
The old gym was remodeled for the home of Tulane's
new R. O. T. C. Naval Unit, while the old stadium was
converted into a rifle range for the "Gob's" practice. Next
door the Fine Arts Building was erected for the use of the
Tulane Theatre and the Band. The Social Science Hall
was given a "steam bath," and the interiors of many build-ings
were redecorated. Newcomb Dorms were made more

comfortable for the gals, and the stately Warren House was adorned
with a roof-garden.
Plans are under way for the construction of several new build-ings,
including a Student Center, the ^500,000 McAlister Audito-rium,
and a library which will combine the Tulane, Newcomb and
Howard Memorial Libraries.
The improvements were not confined solely to the physical plant.
Many interesting courses were added, most notable of which is the
course in Naval Science. New faculty members were appointed in
several departments. Dr. Frederick Hard, former Professor of
English at Tulane, was appointed Dean of Newcomb in the Spring
of 1938, succeeding Dean Pierce Butler, who retired.
This year the United States Navy installed the Tulane LJnit of
the Reserve Officers' Training Corps with Lieutenant-Commander
Ralston B. Vanzant, Captain Walden L. Ainsworth, and Lieutenant
Jacob E. Cooper in charge. The unit enrolled only 76 candidates
this year, but by 1941 it will be brought to the full authorized
strength of 200. The future "Admirals" put on an interesting pro-gram
on Navy Day, and in December sponsored an air trip to the
Naval Base at Pensacola, Florida.

Chairman, Courses for Teachers
school year, with Coach Emmett Pare and Kendall Cram at
its head. Unit Managers were appointed for each class, and
a Student Intramural Council was organized to insure smooth
working events. The unit was organized to encourage all
the male students to participate in athletic sports. The pro-gram
should grow in the future with the whole-hearted sup-port
of the President and with the interest which the students
have already shown.
The Tulane University Theatre made great strides for-ward.
The actors proved their versatility by successfully per-forming
"Petticoat Fever," "Kind Lady," a dress version
of "Julius Caesar," and "Aren't We All." The Theatre
has grown considerably since it began in 1937, and promises
much for the future.
The Cotillion Club sponsored several nationally-known
name bands for student-wide dances which were enjoyed by
all. The Glee Club continued to be outstanding on the

campus, taking part in the operetta, "Utopia Limited," and presenting
several concerts. The Band, under the direction of Mr. John J. Mor-rissey,
pleased the students both in their drill formations and in their
"swinging." Mr. Morrissey also formed a concert band which includes
both students and faculty members.
The Alumni maintained a close relationship to the University during
the year, some of the Texas Alumni being contacted by President Harris
on a trip which he took last spring. They gathered from far and near
to celebrate the 1938 Homecoming. Highlight of the occasion was a
gigantic dinner held in the gymnasium, at which President Rufus C.
Harris was the principal speaker and at which were nearly 1,500 Alumni.
Homecoming was ended successfully the next day by a decisive victory on
the gridiron.
The spring celebration of Founders' Day was the first to be held in
twelve years, the last being held in 1927. The day was observed in honor
of the founders and all benefactors to the University, including New-comb
College. The Alumni, who have made many generous contribu-tions
to the I Iniversity, also were honored on this occasion.
Not to be forgotten is the enthusiastic school spirit which was born
on the campus this year. Several bonfires and parades did much to in-crease
the cheering section at the various athletic events. Undoubtedly
this fine moral support—from President Harris on down—helped spur
our teams to victory.

Membership of the Tulane University Student Council is
composed of the presidents of the various colleges of the
University—Medicine, Law, Commerce, Arts and Sciences,
Engineering, and Newcomb. Each year a general election is
held to select by popular vote the various representatives of
each college.
Members of the 1938-1939 Student Council are John W.
Sims, President, representing Law; Albert J. Wetzel, Vice-
President, Engineering; Roy E. Moon, Secretary, Medicine;
Julian P. Freret, Arts and Sciences; Maunsel W. Hickey,
Commerce, and Patricia Woodward, Newcomb.
For twenty-four years, Tulane University has rightly
been proud of its student self-government which is based
upon pure and sound democratic principles.
The Student Council employs a Graduate Manager of
Student Activities to provide business-like conduct of student

affairs. Kendall H. Cram, B.A., M.A., is now holding this
office, having succeeded Maurice H. Born, B.B.A., in June,
1938. It is the duty of the Graduate Manager to act as
agent for the Council in all matters, act in an advisory ca-pacity
to all extra-curricular organizations, follow directions
of the Council, and to record all receipts and disbursements
of student funds, to the interest of the various student activ-ities.
The records and accounts are audited annually by the
University auditors.
Tulanc has been a member of both the National and
Southern divisions of the Student Federation Association for
many years. A Student Council representative is sent to the
Association's annual conventions in order to study methods
of student government at other colleges, thereby enhan-cing
the administration of Tulane's student activities.

The Tulane Hullabaloo, weekly student
publication of the University, attempted to
keep pace with the progressiveness of a new
era at Tulane during the 1938-39 session.
While the administrators renovated, recon-structed
and beautified the campus, the
Hullabaloo received a "new dress." Modern
headline type, streamlined, with modern in-novations,
changed the appearance of the
publication.
A very capable staff, augmented by the
work of artists Margaret Lee Wendt and
Nathaniel C. Curtis, Jr., published the
weekly and the frequent supplements in
color. The Hullabaloo was successful in
conducting its second campaign to aid the
needy at Christmastime.
Published by the Student Council of the
University and directed by an editor, selected
by competition by a publications board, the
Hullabaloo is the official publication of the
students of the University. An ambitious
business staff, led by Louis McKnight Jones,
aided the publication greatly throughout the
session.

THE JAMBALAYA
In this, the 44th volume, we have attempted to
portray the college year as informally and com-pletely
as possible and in the most modern mediums
at our disposal. We have tried to avoid the stere-otyped
and stiff type of annual usually issued, by a
light, modern Tulanian theme and by new and
modern art work, type, borders, inks, etc., and we
hope that in so doing we have kept within the
bounds of propriety.
As to our staff, the editor and business manager
were chosen from the staff by the Publications
Board, and the other appointments were made by
the respective staff heads, prime requisite being the
work and interest shown.

on the campus. Tulane had been added

The modern, active Tulane University Theatre,
composed of ninety-five students and faculty mem-bers,
laid out an energetic and almost impossible
program of four Broadway successes for the sea-son,
and the resulting performances were of sur-prising
merit and dramatic worth.
Productions were the Arctic farce Petticoat

THE TULANE THEATRE
We congratulate Dr. Monroe Lippman, who
reorganized the old and hfeless Dramatic Guild
into the now, modern Tulane Theatre, for a suc-cessful
dramatic year and for the important addi-tion
he has thus made to Tulane's cultural life.
We feel sure that with the passing years the
Tulane Theatre will take its place among the rank-ing
college dramatic units of the country.
The Cotillion Club, formed December, 1936,
under the guidance of Verbon F. Gay, is an
organization of 60 Tulane and Newcomb stu-dents
whose purpose is "to arrange social activ-ities
and entertainments by and among the stu-dents,
faculty, alumni, staff and friends of the
University." To this end the Tulane Cotillion
Club shall originate, plan and conduct all stu-dent
dances embracing all of the departments
of the Tulane University of Louisiana.
Receiving the cooperation of the administra-tion,
faculty, and student body from its very
beginning, the Cotillion Club held two success-ful
dances before the close of the 1936-1937
season. Four dances were held during 1937-
1938 with two nationally known orchestra lead-ers,
Shep Fields and Clyde Lucas.
The record of the Cotillion Club this year
equalled that of other years. Ran Wilde and
his orchestra played to a large crowd on Home-coming
Night and Paul Whiteman and his
world-famous orchestra played in the gymna-sium
on February 15, 1939, to the largest and
most enthusiastic audience in Tulane's dance
history. He made his regular Wednesday night
broadcast from the dance floor.

The Greenbackers is an organization composed of bntlr fra-ternity
and non-fraternity men dedicated to creating a greater
school spirit among the students.
They aidetl the Tulane Fniversity Rooters Klub in staging
card displays, sponsored huge bonfires and pep meetings during
the football season, spread school spirit stickers about the cam-pus
before important games, cooperated with the alumni on
Homecoming, and staged various unique displays calculated to
rouse student interest and support in athletic contests.

ALUMNI ASSOCIATION
The Tiilane Alumni A>soiiatioii is the agency whereby the
I'niversity is mnintained in the minds and hearts of its grad-uates
and former students. It serves a two-fold purpose. First,
it keeps the graduates informed about the activities of their
former friends and associates arid, secondly, it keeps them psted
on University affairs and the progress and plans nf their Alma
Mater.
This year, for the first time in the history of the .'\ssociation,
Tlic Tulanian, its official publication, is being sent to all grad-uates
of the University. The publication follows Tulane grad-uates
into every state in the United States and into many foreign
countries throughout the world.
In the fall of 1938 the Association inaugurated an annual
Homecoming dinner in the Tulane gymnasium. The largest
number of Tulane graduates ever to attend an alumni gathering
was present at this first dinner, where the principal address was
made by President Rufus C. Harris.
The Association is organized by I iilane and N'ewcomb grad-uates,
for and in behalf of the Iniversity. It invites the mem-bers
of the senior class of 1939 to join and participate in its
activities.

research, a policy of significant valu; in the Louisiana system of
law, a curious compound of different, and often conflicting, con-cepts

sources.
Although student materials comprise a large part of the Re-view,
also included in every issue are articles by distingui>hed
legal scholars and outstanding members of the bench and bar.
Since its revival in 1929 as successor to the Southern Law
Quarterly, the Tulane Law Review has gained rccngtiition both
as the first successful legal periodical devcted to the study of
Louisiana law and as a pioneer in the science of comparative
jurisprudence.

MOOT COURT COHPETiriOl
The Tulane Moot Court competition is conducted en-tirely
by a Board of Advisors composed of six juniors and
six seniors chosen for high scholastic achievement, differ-ing
from other universities which operate under faculty
supervision.
Benefits of Board work lie chiefly in the judging of
cases argued by the frethmen and juniors. Senior Board
members act as Chief Justices and the junior members as
Associate Justices. Judges in these cases are selected from
the board membership or from prominent New Orleans bar
members. Eminent judges sitting on cases this year in-cluded
the Honorable Esmond Phelps and the Honorable
T. Semmes Walmsley, and the Court of Appeal for the
Parish of New Orleans, which sits annually as the Supreme
Court of the St.ite of Tulane.
The Moot Court system is designed to train students in
the preparation and argument of actual cases. Main value
is the research employed in preparing cases for argument,
plus brief-writing and forensics, ordinary tools of the law-yer's
trade.
In the academic year 1937-38, Moot Court competition
was won by the team of Clifford H. Kern, Jr., and Her-mann
J. Schulze. Their names were engraved in letters of
gold on a marble plaque in the College of Law Library.

IMPROVEMENTS
Under President Harris' progres-sive
administration, the campus in
the early months looked like a build-ing
project, but towards the end of
the school year it could well be called
The Campus Beautiful. Shrubs
and flowers were planted all over the
campus, the circle was paved, walks
laid, trees pruned, winter grass
planted, buildings steam-cleaned, in-teriors
redone, in short, the whole
physical plant was renovated and
beautified.
We present here a few random shots
of the improvements with apologies
that our record is not more complete.

4. The old gym was renovated and made into

6. All woodwork and exterior trimmings were
painted.
7. Shrubbery was planted around all buildings
and that entire grassy block of campus in
the background was raised six inches.
8. Flagstone walks now line former dirt paths.

and theatre. Negro is building up a new

Again this year a Christmas tree appeared on the campus. A model Holy Land stood at
the base of the snowwhite tree. At intervals the varicolored lights on the tree would be
put out and Christmas chimes could be heard. Tulane again won first prize in the New
Orleans' Christmas decorating contest for the tree.

The girls, bless "em. They study art, or music, or just plain B.A., and then they go out
and get themselves married and have to learn to cook and housekeep on their own. Never-theless,
they seem to take their fraternities, their schooling, and themselves more seriously
